You can ignore Soil mode and create cylinder in Structure mode.
For this we can use cylinder command (please, see Command reference in Help menu):
or polycurve + extrude options:
In both cases we should consider the boundary conditions of cylinder outer surface. By default it is not fixed, so it is recommended to create Surface prescribed displacements:
The SurfaceDisplacement conditions depends on your tasks. For me the most common variant is:

Cylinder option and Polycurve+Extrude variant give you volume.
Therefore we can assign material to this volume as usual: via right click menu, in Selection explorer or from Material sets.
