What is the reason for the change of values in deformed mesh and total displacement as shown below.

In the Total displacements plot the maximum displacement is taken from only the soil. In the Deformed mesh plot the maximum total displacement includes the structural elements as well. So apparently in your case the maximum total displacement is in a structural element....

This situation is arising (structural deformation is higher than the soil) due to the tension cut-off and allowable tension tension of the soil is zero? because when structure deform more then the soil in that area should fail, am i correct?
It has nothing to do with tension cut-off nor failure. It could for instance be that the top of the wall debonds from the soil, but that does not mean the soil would have to fail. Or maybe due to uplift of the excavation bottom the wall has uplift as well. With kind regards,
