Hello, Can someone help in determining steel properties (EA1, EA2 & EI). I need to model a buried steel pipe in Plaxis 2D. Steel is Grade HU300/HXA1016.

I think you have to give a bit more details on what you exactly want to model. Because just a buried steel pipe is a matter of defining a cylinder with for instance the shape designer and activate it in Phase 1 of the calculation. But that is far simpler than what you want.

While defining a Steel Sheet Pile (Plate Element), the Stiffness Input parameters are EA, EI & Poisson's Ratio. Is the Grade of steel taken into consideration? If so, by default which Grade is taken into consideration by PLAXIS?
I understand that Strength Parameters can be given by selecting the "Elasto Plastic" option. But does the "Elastic" option not consider any strength parameter (Grade of Steel parameters)?

PLAXIS can of course only take into account what you input in the software. So it takes into account the stiffness (through EA, EI and the Poisson's ratio) and the strength if specified (elastic material has infinite strength). If you some way want to incorporate the steel grade in to those parameters, then it's taken into account.
