Discrete Graphics (water level symbols) aren't showing up on fence output to DGN

I'm using Build 08.30.04.285 and water level symbols aren't outputting to *.DGN. They will output to .DXF. Unfortunately DXF files can handle the custom colors (see other thread), so I can't just switch to *.DXF. I should clarify it's the gINT provided 3D seed file.

The symbols show when I try this. This is probably a silly question, but do the water level symbols appear in print preview or when exported to PDF?
