I am creating an Observation well installation form that converts the input from feet to meters, by copying and revising an existing English units form. Though I've used the <<User System Data. Log Scale Factor>> in Scale Factor Expression field, the metric scale doesn't extend to the length of the column, and the related depths are not lining up with the scale. Can anyone give me guidance?

This type of question can be difficult to answer without seeing all of the expressions in the actual report. My best guess without seeing the files is that the conversion factor on the scale entity is wrong.
I am going to make a few assumptions about your files
1. Your input is always in English.
2. your report is designed completely as metric output. All numeric columns are converted to metric and your column units are hardcoded to m.
3. you are not referencing a field in input to determine when and how to convert.
If all those are true then you should only need to set a scale factor conversion from feet to meters in your scale column. It looks like it may be reversed. The scale is in meters and the data in the other columns are converted to feet.
The scale factor would be 0.3048. This would go in the vertical scale column .. scale factor expression
If you are changing units based on a field or some other criteria or you have a bunch of factoring expressions in some of the other columns , then I would need to look at the actual files.
This report is a good example of English input and output to either English or metric log_a_gnnn04.
