I have asked this question to the support team and the email sent me to the Bentley Communities, which is aggravating as that is where I started.
I've also looked in our licensing and software administration and I cant seem to find anything on international software use. We have an office in Mexico and we would like to use gINT, Flowmaster, Culvertmaster, and WaterCAD in that office. We dont mind buying licenses there if needed but dont want to if it is not necessary. Currently we are managing everything through the Connection Client with a little added help from softrack for gINT. Can anyone point me in the right direction for international licensing rules?

You can purchase licenses for international use, but they have to purchased through those countries. The licenses cannot be shared across countries as each has its own Site id's, sales and license invoices. You will have to contact your Bentley Account Rep to discuss the options for your international use so that they can assist you in making those purchase.
