Is there a way I can get my fence diagrams (in report design) to illustrate the horizontal and vertical scale for my cross-section? e.g. (H=1:xxx, V=1:xxx)
If you are specifying the scale at ouput, you could create report variables and enter the scales you specified, and add a text entity to the report that displays the report variable. Something like: Horizontal Scale: 1 inch = <<reportvar.horscale>> feet.
So I did place a text entity in my fence report (see attached), but unsure on the expression required to illustrate the scale displayed by the data frame. I just wanted to keep this simple rather than create a report variable, or is a report variable easier?

You can use formatting functions on gINT expressions.
This describes some general use of the format function
IE
<<Format(<<FenceScaleRatioMX>>,0)>>
Also in gINT goto Help..search "format" and bring up the Format function topic. It will give you lots of examples
