The header section in the gINT standard US datasets have the water icon and the data. The header can be found under the Report Design>Blocks>Name of your header However your header looks slightly different/customized. The water icon is a Discrete Graphic which is added as a separate entity using Discrete Graphic property.
The water data in the standard dataset is actually a series of user system data expressions, preset in the Data Design>User system data.
