gINT won't launch past splash screen.

I've recently installed gINT and 10.03.00.09 and Connection Client 10.00.17.10. The client loads properly but when I try to open gINT the splash screen comes up, but it won't open completely. 

I some previous fixes such as repairing the windows database file and reinstalling but nothing is working.
