gINT 10.03.00.09 Fails after Splash Screen - February 2022

After installing gINT 10.03.00.09 the program closes after the splash screen. 

I have tried reinstalling, and repairing/manually reinstalling the Microsoft Access Database Engine with no luck. Are there any known solutions to this issue?
