Where is the Readings List(s) and their data stored. For example, a Readings list for sieves? Are they in the library, or are they in the project, or gdt file itself.

Once you make a project file the data from the template file is written into the project and is not just a reference.
You won't interact with the template in Input and will only interact with it in Output or Design apps through the Data Tool.
and the template will have the list name of a default list that it is supposed to look for and if a match, use that list in the library to populate for example a sieve readings grid.
I had not extended my thinkin yet to the .gdt and see that we can use the .gdt to specify our desired List Name that should be used. Interestingly, I find that most users I run across seem to want to clone an existing project that is like the one they want to work on, eg, geo vs environmental, instead of using the .gdt method. Different strokes I guess.
Yes when you clone a new project(.gpj) from a (.gdt) it will keep all of the field properties that are stored in the .gdt (IE default list Name)
