How can I download as csv files information which is contained within the config pack's picklists - for example, all the codes in Stratum Details - Legend Code, or the GEOL codes?

You can't export these as a CSV file, only a .hbc file, which you can then import into other Config packs

My work around was to take screen shots of only the list and paste the image into MS OneNote, I find that OneNote allows you to copy text out of the image.
You have to check for errors but it's usually pretty accurate.
