I'm trying to import CSV-Files for "CPT General" and "CPT Data". There always pop up a Window:
Any reason why this might not be working?
If I export the CPT files from a other project and import them into my project there is the same problem.
Is there another procedure for importing insitu tests?

So in ASTM packs the tables are titled as CPT DATA and CPT General, however for the import mapping the tables use the default table names which are:
Static Cone Penetration Tests - General
Static Cone Penetration Tests - Data
So if you change the file names to this the data should import.

The simple solution is to include a Location Details CSV in your .zip file. That should let you select the Locations and proceed through the import wizard.
Another solution is to update the CSV mapping file, which is a bit more involved and should only be attempted if you are familiar with editing the import mapping files... But if you make it so that the Display Name of the Group in your database and the "input group" in the mapping file are the same, you won't need to include the Location Details CSV and you can include just the CPT CSV's.
In other words, you would edit the "input groups" in the mapping file to be "CPT General" and "CPT Data" (they are currently "Static Cone Penetration Tests - General" and "Static Cone Penetration Tests - Data", which is why you needed to change the file name per Martyn's suggestion). But after doing so, you'd want the CSV file names to be "CPT General" and "CPT Data" again.
