The ability to create new projects is an action which is restricted to certain user accounts only.
This is to allow the internal confidentiality of some organisations to be respected. However, it is possible for anyone with Administrator rights to OpenGround to add project creation rights to a user account, so it is best to refer to them.
Note also that if a user account with 'View Only' rights is created on a new system with no existing projects the associated user will login and have only a restricted number of functions available (e.g. 'Log Out' on the 'System' menu). Consider either logging under the 'Administrator' account and enhancing the project creation rights (to allow some data to be imported, for example) or else connecting to a database which already contains some project data. Indeed, if 'View Only' rights have been applied to an account already it is likely that this is in order to protect some existing data, so it is likely that another database connection must be either established or used.
