Cannot open DXF as background in StormCAD 08.11.05.58

Question

I am trying to load a DXF file as a background image and StormCAD crashes everytime with error below... 
 
 I have tried to save the DXF down to previous versions but have had not success. Any help is much appreciated.

The reason that installing AutoCAD 2016 fixed the problem is because the hydraulics and hydrology products use AutoCAD .DLL files to read DXF files. For AutoCAD 2015/2016 that file is the "acdb20.dll" and for AutoCAD 2013/2014 that file is the "acdb19.dll". Since the error was related to processing the dxf I tried a couple options related to Autodesk products. 
 
1. Tried to install the Object Enabler for AutoCAD 2014 and 2016 and that did not work. 
2. Installed AutoCAD 2016 and StormCAD was able to read the dxf.
