Full disclosure- I am new to WaterGEMS. However, this seems like a problem.
I have attached a background image, and it is very helpful for understanding my water model. However, at a certain zoom level, the background image shifts substantially.
At one zoom level, it is right, and the next scroll wheel click, it is totally wrong. It does not do this multiple times, just at a single zoom click.

As you can see, the network layout has not changed, just the background image.
Mike, I have seen this type of problem on occasion when zooming far in on a background layer whose coordinates are extremely large. Is that the case here? (can you provide some example coordinates?) Do you have access to ArcMap to use the WaterGEMS for ArcMap version? See related article:
