Hello Jing,
Is there a background file associated with the SewerGEMS model? If so, try removing the background file and doing the export again.
If that doesn't help, it might be useful to see a copy of the model, in case there is something in the model that the export doesn't like. You can use the steps in this link to send the model to us: Sharing Hydraulic Models on the Haestad forum.

In case the problem is related to the I-model publishing engine prerequisite, it may also help to confirm the version as seen in the Windows Programs and Features screen:
