Is it possible to lock all the parameters of hydraulic model elements (e.g. length and diameter of pipes, size of tanks, etc.); however, still allow a client/user to turn elements such as valves or pumps on/off and see what the impact of that would be on the network?

Currently this feature is not available for any of our Hydraulics and Hydrology products. However, we have filed an enhancement (#331662) regarding this for release in future.

It is worth noting that the Change Tracking feature allows you to see the exact changes that have been made to a model, who made the edit, when it was made etc. Enabling this could save a lot of time when trying to determine how the model has been changed.
