I'm trying to insert a legend for an Available Fire Flow (AFF) contour in WaterGEMS. The legend does not appear in the model space when I try to insert it. I've tried inserting the legend far away from the actual model and using zoom extents to show that it is actually there but nothing appears. I've also tried inserting a legend for other contours besides AFF and in other models but to no avail.

Can you please confirm which version of WaterGEMS you are using? I have WaterGEMS 10.01.01.04 version and I could insert the legend for Available Fire Flow (AFF) contour with no issues.
If you are using an older version, then please upgrade to the latest version of WaterGEMS using link mentioned below.

I have version 8.11.06.113. The legend insert does not work for any contour that I try it with. It works, however, for color coding pipe diameters. Any idea what may be causing this?
I was able to add a legend in the same version you are using. Try running Example3.wtg (found at C:\Program Files (x86)\Bentley\WaterGEMS\Samples) and see if the same issue occurs. If so, maybe try updating your video card driver on your computer.
If the issue doesn't occur, it's possible this is related to the model itself. Please send a copy of the model to us using the link that Sushma provided above.

In addition, another thing to try is to delete the model's .WTG.DWH file. If there is a problem with that file, it could cause an issue with how things are rendered in the drawing pane. You can also try copying just the .WTG and .WTG.SQLITE files to a new folder, then open from there and try again.
Also, try adjusting the plot scale as seen in the Tools > Options dialog, and zoom far in, in case the legend is being inserted as a very small size.
Lastly, I would recommend upgrading to WaterGEMS CONNECT Edition. In addition to the possibility that the issue is resolved in a newer version, there are many other useful enhancements. You can read about them here:
