How to determine the size of the Scour Valve for Water Distribution Network?

Function of scour valve would be flushing out the debris mainly from the water distribution network, so it should sized such that it provides minimum scouring velocity in the pipes.
In WaterAD / WaterGEMS you can consider scouring effect with the help of hydrants and using flushing analysis.

Usually you don't have scour valves in a water distribution system. What type of valve is this? Is this an irrigation system with dirty water?
Usually you would model such a valve with an emitter coefficient.

Basically, we are providing a valve for flushing purpose, so that pipeline can be emptied for maintenance purpose.
In most cases, pipes are flushed at a fire hydrant. Yu can use a fire hydrant element with an emitter coefficient.
If you are not using a hydrant, what are you using to control flow?
