Updating existing model with latest demands

Hello ,

I am trying to update the demands for an existing model. I created a new scenario and created alternate topology and made all the existing customer meters inactive.

I have 7724 customer meter records that need to be imputed into the model. After using model builder and synchronising it I found that 5075 elements were created and 2464 element were updated.

Can updates happen to elements inactive? How else can I avoid this from happening.? I also noticed that the 2464 elements that were updated are inactive in the current scenario.  And also the base demand is different from my input shape file.
