I uesd channels to simulate rivers with Sewergems. The river level is constant usually. How could I set the initial water level of the river before calculated.
The water level in a channel in SewerGEMS and CivilStorm is calculated based on the flow through it and other conditions. If you need to specify a base flow from the normal river flow rate, you could add an inflow into the upstream cross section node. After computing the model, you may need to advance forward in time a bit to see the channel fill up and reach a steady state.
If the river level is constant because of a tailwater condition downstream, you could "set" the water level by way of the User Defined tailwater option in a downstream outfall element (assuming it is the end point of your network).
