Hello Frank,
You need to have a reservoir in model, WaterGEMS cannot calculate flow through pipes between two tanks, because there needs to be a source of water i.e. reservoir element to supply the flow to the tanks. Also you need to have at least two pipes in the network to run the model.

Sushma is correct in pointing out that for an extended period simulation model, the tanks will drain if you don't have a reservoir or negative demand as a source. Usually, you would set your upstream tank as a reservoir node. However, for a steady run, a reservoir or tank behave the same (fixed HGL).
