I have site data for PRV's in my model.
For flow modulated PRV's I have data such as;
PRV-1
and for the time modulated PRV's I have data such as;
PRV-2
I want to ask that is it possible import this data from model builder and if it's possible how can I import this data from modelbuilder.

Which product are you using? WaterGEMS / WaterCAD / HAMMER?
If you are using modulated PRV's in HAMMER then you can choose to import the "time-based patterns" under the category of "Operational (Transient, Valve)" and assign this to the PRV. This can work for your PRV-2 which has a time based control. See the below article to import patterns via ModelBuilder;
Importing Patterns using ModelBuilder
For PRV-1 you can try to use the "Modulate PRV During Transient" option to calculate the opening and closure rates considering the differences in pressure settings and computed pressures during these operations. When you set the above property to "True" the options for Opening Rate and Closure Rate coefficients become available. Calculate the coefficients based on the formula provided for both these parameters using the data you have. The description of these parameters can be seen below in the Properties tab. You can use the first method "Importing Patterns using ModelBuilder" to import time based patterns as you have for PRV-2.
However, for PRV-1 you can try and specify the conditions as per the valve characteristic curve which is a relation between Relative Closure (%) and Relative Discharge Coefficient (%). These parameters have to be derived from the data you have.
If you are wanting to change the pressure setpoint of a PRV or PSV over time, you could also use time-based logical controls, with the control action to change the valve's "pressure valve pressure" (for pressure) or "pressure valve setting" (for hydraulic grade). You would only need to create controls for the times when the setting changes (01:05 and 6:05 using the PRV-2 example)

How do these work? It sounds as if you want to set both the pressure and flow at the same time, which may not be possible.

We are building a live model with in communicate with our other systems, so we need to import controls from our Database is there any way to import these controls without touching the human interface.
Controls can be imported, but the source data must be in a specific format. See: How to import and export controls between models in WaterCAD and WaterGEMS
The article that Yashodhan provided has some information on importing valve patterns, but for a PRV or PSV if you want to change the pressure or HGL setpoint over time, you would want to use the "Pattern (valve settings)". This consists of a table of time vs. multiplier, so your data source would need to have a column that has the multiplier needed to achieve the desired pressure or HGL setpoint (the multiplier multiplies against the initial setting).
