This is related to Stormwater and Groundwater collection network for a project.
I want to design a semi-perforated pipe network for collection of stormwater (gullies are connected to SW manholes) and groundwater along with sizing the trench with granular material surrounding the semi-perforated pipes.
Can I design the semi perforated pipe network and trench size by using StormCAD or SewerGEMS?
The pipes will be below 4.0m from the road level.

You can use the SWMM Extensions for the Explicit SWMM Solver in SewerGEMS. This solver is not present in StormCAD.
The SWMM Extensions contain options to enter ground characteristics and other properties. Please refer the below article for more details on this;

Hello,
Low Impact Development (LID) could also be used with the Explicit or Implicit solver. Specifically, an infiltration trench appears to be similar to what you are modeling.
