Can you export pipe networks from Civil3D to WaterCAD? Reading on-line it sounds like they need to be exported to shape files first then imported to WaterCAD. How does this work?

You can export the existing pipe network in Civil 3D to a LandXML file which can be imported into the OpenFlows product. See the below article on this for more details;

However for WaterCAD, WaterGEMS and HAMMER this option of importing LandXML is not available as the level of detail in terms of structures is required for storm-sewer applications.
You can try simplifying the drawing to a DXF file which can be imported via ModelBuilder to build your model.
Another option is to first import the LandXML file (exported from Civil 3D) into any of the storm-sewer products (E.g. SewerGEMS) and build the model. Now export the element shapefiles and use them to build your model in WaterGEMS. Although a bit tedious it will retain the model accuracy and metadata. See below article foe more details;
