One of the main advantage of the dipping tube tank is that it does not require a compressor or a bladder.
As far as when to use one of these for surge protection - in some cases you may already have a particular tank in mind based on manufacturer information and your judgement and knowledge of the particular system being modeled, and if that ends up being a dipping tube tank, then you can model that in HAMMER. The material for the Charlatte "ARAA" model dipping tube vessel indicates that it is intended for flat profile, sewer force main applications.
Beyond this, selection of surge protection is largely up to your engineering judgment, local standards and other factors such as cost and space. You can set up multiple scenarios in HAMMER to compare the effectiveness of different types of protection and different types and sizes of tanks.
