Is it possible to have a locally hosted license for a CONNECT Edition license product (e.g. WaterGEMS, latest version)..
It is for a multi user environment where the users do not have access to the internet (group policy). Using the CONNECTION Client is not helpful as the client cannot connect to the internet from the user side.
What are the options for licensing in this case?

Using the "Hosted" licensing system will be discontinued from January 1st, 2021. However, you can setup a hybrid environment of SELECT Server and Subscription Entitlement Service (which is the licensing system for all our latest products). See the below article which can guide you on this;

Thank you for the response, I have followed the link and read through but I don't have the information I require, this kinda tells me that what I am looking may be possible but it does not tell me how to achieve that.
This license is new and all user have no internet access (group policy). From the Entitlement Service I can't find any where, where I can get SelectServer license and that is somewhat where I am stuck. I cannot use the checkout tools as the license will only be on a specific user machine. Is there a post here with instructions or a guide on how to setup/license a CONNECT Edition product in a internet restricted environment. A local server for the users seems like the ideal solution here.

Unfortunately Subscription Entitlement Service (CONNECT Licensing) requires internet access to verify the license assigned as per the user credentials entered in the CONNECTION Client. This is a new licensing system which validates your license information on our side by logging in your credentials.
Unfortunate indeed, this utility has not used the software since purchasing the license directly Bentley months ago due this licensing requirement. It seems very well that they will look for something else as it appears that the group policy on their "no internet access" is not up for negotiation and even worse the user are using desktops which are not easily portable.

Please see the "Licensing" which points to another article in our Licensing Community about using check outs. This involves generating a check out file from Entitlement Management (on another computer that does have internet access), which you can then copy to the computer in question via USB flash drive for example.
