I am modelling an offline detention system near an outfall.
Scenario 1-
Entire flow enters the pond, and then from here flow has an outfall channel into an outfall. it is an entire gravity system, where in water enters the pond and head is allowed to built up and overflows from the weir into the outfall channel.
Scenario 2-
Water is allowed to pass through the outlet, till it can and by a control device it enter into a storage tank. In this storage tank water is allowed to get built up and then again it gets connected to the same outlet. For a control device have used a diverging conduit option with a rating curve but no matter how much I increase the size water will flow back from pond.

Try using a flap gate for the conduit CO-4300 in Scenario 2 to control back flow from the pond.
In the conduit properties there is a field for "Flap Gate?". Please set it to "True". Since you have already setup a diversion rating curve you won't see the start and stop control structures options. However, setting the flap gate to "True" you won't get any back flow in the conduit from the pond. See the below article for details on this;
