How is flow balanced at junctions with the GVF Rational Solver (StormCAD)?

Intensity is calculated considering travel time and time of concentration.

One more question, is there any way we can assign initial condition(may be flow rate or water depth in the conduits) when we use the GVF rational Solver(Storm cad).

Could you please elaborate your query? Its bit unclear what you are looking for. 

To specify the flow rates in conduits manually you could use known flows in manholes connecting to that conduits. 

Also you could fix the start or stop invert of the conduit, which could reflect the certain water depth based on your calculations.
