1. Darwin Designer can be used to help size pipes. Details on using this are available in this link: Using Darwin Designer to design pipes in WaterGEMS.
2. What sort of labels are you trying to import? I did a test import and the element labels appeared to import just fine. If there are other labels, this will likely need to be added to the WaterGEMS model using Element Symbology. This link has information on importing EPANET files in WaterGEMS, and the limitations with that.
3. ModelBuilder will be useful to import a scaled representation of a GIS shapefile. You can find details on using ModelBuilder here: Using ModelBuilder to import external data.

To prepare the data is a GIS format you can use ArcGIS or any other GIS platform. However, you would have to do this operation and prepare the data to import via ModelBuilder as Scott suggested.
If you are facing an issue in preparing the GIS data you can import via ModelBuilder using the Excel and the CAD data you mentioned. Refer the article Scott shared about importing external data.

Thanks sir for your claer elaboration....when i use CAD file elevation always not imported as usual but when execl file i imported some erro occur

For items 1 and 2, if the symbol size is small, that might account for why the elements do not appear. You can change the symbol size for all elements in by going to File > Options and going to the Drawing tab.
You can also adjust the drawing style either in the Options dialog or in Element Symbology.
If that doesn't help, try doing a Zoom Extent (View > Zoom > Zoom Extent)
For item 3, if you have pipes in an Excel file, you can add this using ModelBuilder as well. However, since the Excel file doesn't include spatial data, you would need to have columns in the spreadsheet for the Start Node and Stop Node. This are required because ModelBuilder will then know where to place the pipe.
If you have the pipe network in another format, like a shapefile, this tends to be easier to use. Since the spatial data is included in the shapefile, you do not need to assign a start and stop node.
