There is user reported that Logical Control Set optional checkbox missing in WaterGEMS CE edition, and it works in V8i edition. For detail, please refer attached picture. So who to choose logical control set in the dialog of Control sets?

I was not able to reproduce this issue in the latest version of WaterGEMS: 10.03.01.08. I also tried in a couple of older CONNECT Edition releases. I suspect this might be somehow related to either the regional/language options on the computer, the .NET Framework Windows Component, or possibly the video hardware drivers.
Can you please identify which specific version this is occurring in? The version number can be found under File > Help > About.
Next, please try pressing the spacebar with the cell highlighted to see if that enables you to check the box. Also try right clicking on the column header, choose "Global Edit" and see if that allows you to check the boxes.
Next, please check and adjust the Windows scale options per this article and update the video hardware drivers per this article, and restart WaterGEMS.
If this does not help, and if you are able to do so, please try adjusting your Windows language/regional options temporarily to US/English (if not already), restart the computer and try again. If the issue still occurs, it may be related to the Microsoft .NET Framework version used by your computer (which is in part used to display the dialogs and information you see in WaterGEMS). Please check your Windows "Programs and Features" area, search for ".NET" and provide details of the results. Care would need to be taken to attempt a reinstallation of .NET (see this article for the version required by each version of WaterGEMS)

Have changed regional/language options to English(USA), WaterCAD is 10.02. 02.06, English edition, Hammer 10.03.00.69 Chinese Edition and WaterGEMS 10.01. 00.72 Chinese Edition, All of them have the same problem. And the environment is:

Thanks for the information. Here are some follow-up questions:
1) Are you using a different version of Windows? I see the screenshot of the regional/language options set to US/English but the font looks different than what I see, and I see a lot of Chinese writing still. Did you try restarting the computer after making the changes?
2) I see you have onboard/integrated graphics (Intel UHD 630) as well as discrete graphics (Nvidia Quadro RTX 5000). Per the article previously mentioned, please confirm that the Nvidia control panel settings are configured to have WaterGEMS use the discrete hardware and not the onboard Intel hardware (restart WaterGEMS if you need to make this change).
3) Did you try adjusting the Windows scaling options per this article? What was the result?
4) The versions of WaterCAD/WaterGEMS/HAMMER that you mention use .NET Frame 4.6.X. It is unclear from the screenshots if you have this installed. You may want to try reinstalling it to make sure that you have it - see links in this article.
5) Did you try right clicking on the column header to see if the global edit option causes the check boxes to appear? What if you make the column wider?
6) Please provide a copy of your log file and if possible, a zipped copy of a memory dump file generated while the dialog in question is open. See this article for details and use the ShareFile upload process mentioned here, to upload.
To add to my previous reply:
5b) Try also making the height of the rows taller. You can do this by clicking on the separation between the row header on the left side, drag down to make it taller then release. In my testing if I make the row height narrow, the check boxes disappear just like your screenshot, so we suspect that the font your Windows is using makes the default row height not display the check boxes in this manner.
