Hello,
Curious if there is hidden text layer under WaterGEMS element symbology to toggle text on and off and to scale text like we would any model element? Text is extremely useful and provides a lot of flexibility, but I have had instances where I wanted to scale or even turn off the text. As of now, I do not know of a solution to do this other than manually move or delete the text?
I hope someone can clarify my misunderstanding.

I have filed a feature request to improve some of the features for the Text, Line, and Border options. The reference number for that is 420850. I also created a service request and attached this feature request to it. Once the feature is available in the program, you should be notified.

If you are talking about the annotations in Element Symbology, it is possible to change the size or turn off the text. To turn off the text, you would simply uncheck the box in element symbology. If you want to change the text height, there are two options. First, you can change the text height for an individual element type in Element Symbology. Double-click on the element name, such as Pipe. This will open the properties, where you can change the text height multiplier. You can also change this globally by going to File > Options > Drawing. Changing the text height here will change the size for all elements in the model. This link has more information: Changing symbol size, text height, or line width for elements in a model.
The screenshot you included is not related to Element Symbology. The border, text, and line options allow you to add these features to a model. This will be a manual process. Related to the Text option, you can scale this by right-click in the text in the drawing and selecting Scale. Moving the mouse will change the size of the text.
