Is there a way to layout a Rationing Control Valve 'RCV' in the system in WaterCAD CONNECT Edition ?

Can you explain what this Rationing Control Valve means and how it operates? I did a quick search on the internet and found that this type of valve is usually associated with a "hand pump" operation. I found that the valve operates by hand allowing a fixed quantity of fluid to be "rationed" and extracted out.
Is this the intended operation? If this is the intended operation, a "flow control valve" (FCV) can be used to "control" the flow downstream. FCV's limit the flow rate through the valve to a specified value in a user chosen direction. If your "rationing" is based on a fixed headloss applied at the valve, you can try using a "throttle control valve" (TCV) in this case. If the operation is still different than described above you can try modeling the valve as a "general purpose valve" (GPV) with a custom flow vs. headloss curve. See the below article which discusses some examples for modeling elements that are not explicitly available in WaterCAD;
