I am trying to model a hydrant flow (not at a set residual) with known initial conditions & known emitter coefficient.
Is this possible? If so, how? The model is elevated tower controlled.. Software is WaterGEMS for Autodesk Civil 3D 2018 Connect Edition Update 2

Set and emitter coefficient on the junction or hydrant node.
Remember that this is just the water that will come out of the hydrant when you open it. It is NOT the "available fire flow".
Why are you trying to model this?
I am just curious if it can be done.
