I am using SewerGEMS (version 10.03.01.08) utilizing the Implicit Solver to model a storm sewer outfall that empties into an open channel that eventually makes its way to road cross culvert. There is an tailwater that I need to account for in my model. While I can set a tailwater condition for the storm sewer outfall and culvert, I do not an option to specify an existing WSE elevation in my cross sections or channel.
Is there a way to set a standing water surface elevation in cross sections/ channels?

There isn't a direct way to do this, but there are a few things you can try. The following link has some information on this: How to set the initial water level of a river or channel.

Cecily, you can connect your cross section element to an outfall via a short channel link element and set a user defined tailwater on the outfall. This will be "communicated" upstream to the cross section, thereby achieving what I believe you want.
