Imran, can you provide some background information on what you will be using the model for? (what do you need the model to tell you or what decisions will it help you make?)
Are you saying that you do not have any flow meter information, and you do not have even an estimate of the number of people living in the town?
You may need to estimate the demands based on local standards, similar villages, or using guidelines in journal papers.
