I have all the physical operations entered as needed. What could be causing this?

This sounds familiar, could you please specify WaterGEMS version that you are using. Go to WaterGEMS File > Help > About WaterGEMS and post screenshot of that page.
If required you may upload model files for our review.
Do you see any validation errors in the model or any red flags on computing the model? Do you get other results for tank like HGL, level calculated etc. after computing?
Make sure tank is active, check in tank properties > Active Topology > Is active, it should be set to True, if tank is inactive it wont be considered in calculations.

The "Volume Full" field gets populated after you compute the model. Also, check the operating range. As per the snapshot provided the tank's base elevation is 774 ft, its minimum level is 0, so the Elevation (Minimum) will be 774 + 0 = 774 ft. The initial level is 45 ft, so the Elevation (Initial) would be 774 + 45 = 819 ft. Similarly the maximum level is 49 ft so the Elevation (Maximum) would be 819 + 49 = 869 ft. Are you sure the tank is this high in dimensions?

There was a known issue in the past related to the full volume being calculated by the elevation values when the type is set to level. Try changing the type to Elevation, enter equivalent values, then switch it back to level and re-compute.
This issue was fixed quite a long time ago, which seems to indicate that you may be using an old, unsupported version (check under File > Help > About). See this related post and see this article for how to upgrade.
