I know that the 3D length function uses the elevations to calculate the length of the pipe. And if you use user defined length the length will be that defined by the user. However it is unclear to me what the difference is between schematic and scaled length.

The default setting for a model is to have the drawing mode set as Scaled. With this setting, the length of the pipe is determined by the length of the line in the drawing and scale that you set in the Options dialog. With this setting, the default setting for "Has User Defined Length?" is False.
If you set the drawing model to Schematic, the length of the pipe must be entered by the user and "Has User Defined Length?" is set the True.
