Which product and version are you running when you see the Cavitation? Are you receiving a User Notification? If so, what else does it tell you?

Assuming you are referring to a transient simulation in HAMMER, cavitation is an expected phenomenon when the pressure drops below the vapor pressure limit (this is set in the calculation options and defaults to -10 m)

Preventing this from happening is where the engineer's job comes in. There are many possible mitigation strategies for preventing cavitation/vapor pockets but the "correct" one depends on your design and space requirements, budget and engineering judgement. For example for a pump shutdown, a hydropneumatic tank on the discharge side of the pump can often (but not always) help, but there are many other things to consider: Transient Protection Strategies
You may also need to consider how long the pump will be off, in case the topography is such that a tank would drain as long as the pump remains off. See: Negative pressures occur during a transient simulation no matter what protection is used
