Can you clarify your exact workflow? Did you try upgrading already? Are you browsing to the Conduit Catalog, clicking the purple book icon &amp;gt; browse engineering library, then click the New button and choosing to add existing library?&lt;/p&gt;
&lt;p&gt;One thing I noticed is that the other existing default libraries have the lock symbol indicating they are read-only (see more on that &lt;a href="/products/hydraulics___hydrology/w/hydraulics_and_hydrology__wiki/23294/unable-to-edit-engineering-libraries-with-lock-symbol-showing-as-unavailable"&gt;here&lt;/a&gt;). It is possible that your engineering libraries database (which stores the locations of all the library XML files that you add) has become corrupt or uneditable. First, try right clicking on the StormCAD shortcut and choose to &amp;quot;Run as Administrator&amp;quot; (if you are able to). If that does not help, try removing the engineering libraries database per &lt;a href="/products/hydraulics___hydrology/w/hydraulics_and_hydrology__wiki/26652/how-to-delete-engineering-libraries-if-you-get-a-message-about-a-read-only-database"&gt;this article&lt;/a&gt;. If that does not help, try a &amp;quot;clean reinstallation&amp;quot;&amp;nbsp;per the steps in &lt;a href="/products/hydraulics___hydrology/w/hydraulics_and_hydrology__wiki/19493/how-do-i-perform-a-clean-uninstall-and-reinstall-of-the-hydraulic-and-hydrology-products"&gt;this article&lt;/a&gt;.&lt;/p&gt;

&lt;p&gt;I was able to import the libraries provided in StormCAD 10.03.04.53, so there may be some wrong steps during the import process, I have a WikiArticle that can guide you through this process in detail:&lt;/p&gt;

&lt;p&gt;Basically you should go to &lt;strong&gt;Components &amp;gt; Catalog &amp;gt; Engineering Libraries&lt;/strong&gt; and then right-click on the category of the library you want to import, for example, for your .XML Coduits you should right-click on the &amp;quot;Conduit Catalogs&amp;quot; category and then click &amp;quot;Add Existing Library&amp;quot; and select your .XML file.&lt;/p&gt;
&lt;p&gt;I also suggest updating your software to the latest version, number 10.04.00.158, which can be done by reading the following article:&lt;/p&gt;

&lt;p&gt;In order to troubleshoot the issue, we will need to know what version of StormCAD you are using (Help - About StormCAD) and also a copy of the .xml file you are attempting to import.&lt;/p&gt;
&lt;p&gt;Please reply here if the contents of the file is sensitive or upload the .xml file using &lt;a href="https://bentley.sharefile.com/r-r71f6668b9ca4cf39"&gt;this link&lt;/a&gt; if it&amp;#39;s too large.&lt;/p&gt;
