Can you please describe what you are trying to model here? A few more details will be very helpful to diagnose and solve the problem.
I would take a look at the AWDM ( Advanced Water Distribution Modeling book ) and specifically Chapter 3.9 for Pump Controls, Chapter 5.4 for Mechanical Pump Performance and Efficiency information, and Chapter 8.3 for general Pump System modeling. Hope this helps.

I am not trying model/design, This is construction stage and my post is only for general information about Pump House Start-up and commissioning.
