Problem

If I'm using the modified rational method, do I need to use the scenario
creation wizard? If so, how should I use it?

Solution

With the modified rational method, both the predevelopment and
postdevelopment conditions are entered in the same catchment. So, in
most cases there is no need to generate pre and post scenarios. However,
the scenario creation wizard (which you are prompted for when starting a
model) can still be useful, to create the scenario and alternatives to
handle multiple return events. In this case, you may want to simply
select "post-development only" for the scenario creation type, then
enter your list of return events.

Note that if you are using the "user defined" "outflow criteria" for the
modified rational catchment, you will need to create a new Hydrology
alternative for each return event, as this alternative stores that
information. Each return event will have a different user defined target
flow.
