dwg ref file is always 1000 times too small and no units asked for by Mstn v8i ss3

The dwg-file is not unit-less, I bet. Let your AutoCAD designer input these AutoCAD Key-In : INSUNITS
He will see that it might say INSUNTIS = 4 which means DWG Unit = Millimetre
If you AutoCAD Designer create a DWT-Template-file (Seed) with an INSUNTIS = 6 Key-in, you and he will have a DWG Meter File.

found another source  of the problem, the default setting for  msnt  open dwg was set to mm, I changed it to metres and now everything is perfect! even the z is right
