how can I reset & unite X,Y,Z scale of each elements?

I want to convert DGN to NWD(Navisworks). But when I appended DGN file on Navisworks some element was very small.

So, I tried to detect the reason. and I realize that some element's (was drawn by other people) scale setting is 1/10.

The problem is that when I change the setting from 0.1 to 1, the element is 10 times larger. I want to set the scale to only 1 while maintaining the size. What should I do?

Can I keep the scale of all elements at 1 and keep the shape?

    It's not the problem of the scale, but the problem of format conversion. How do you convert DGN to Navisworks?

    "Element" is every object in DGN file. The most of elements do not have any "scale", so your sentence makes no sense.

    From the screen capture it seems you are talking about cells (cell elements). You have to be precise, otherwise readers will be confused.

    Yes, the cell scale defines how smaller/bigger the placed cell is comparing to its original definition. So when you change the scale, the size changed also.

    It's like to say I want to change color to red by also want to object keeps white. Such contradiction cannot be solved simply.

    Well, what you want to do, when formulated in your way, is nonsense and not possible.

    But there is - quite complicated - workaround: You have to create a new cell definition, that will be 10x bigger than the original one, and to replace the old cells with the new one. There are a lot of issues in this procedure, because it's not only about the cell replacement, but also about orientation, attached data etc. So it's more like an idea than solution.

    What should I do?

    In my opinon you should at first try to convert all shared cells to normal cells. If the format conversion is buggy and not well implemented, the shared cells can create some problems. Maybe normal cells will be converted with less problems.
