I examined your response file and noticed that it is missing some data. A corrupted response file is likely the cause of the error. Please submit your usage via the Manual Log Transmission page again to obtain a new response file. Then confirm whether it successfully imports on your SELECTserver.
A -10504 error means that the response file appears to have been modified since it was generated. Please submit your usage logs via the Secure File Upload page so that I can generate a response file myself and examine the result.
I generated a response file using the usage logs you provided but encountered the same behavior. A current copy of your license file should be included in the response, but it is missing. This explains why the validation process is failing when attempting to apply the response file. The problem did not occur with some usage logs generated from a test site, so I am suspecting a problem with the usage logs themselves.
As a troubleshooting step, please create a new license database. Once new usage is sent to your server, generate a response file and attempt to apply it. Please let us know your results.
No, while the site activation key remains unchanged, any custom activation groups must be recreated in the new license database. Because new custom activation groups will have different license keys than their predecessors, machines using them will need to be reconfigured with the new keys.
