My understanding is that when you have Microstation SS3 and later, and you launch it, it "launches" Geopak, and pulls a license for it also, regardless if the user ever touches Geopak. Questions:
(A), Is there such a thing as Microstation w/o Geopak in SS3 and later?
(B) If the answer to "A" is no, then in effect, you need the same number of Geopak licenses as you have Microstation licenses from this point on, correct?

Yes, MicroStation is a completely separate product. Geopak provides a shortcut for launching MicroStation a special way to automatically load the Geopak layers. When MicroStation is started this way, it will log usage against MicroStation and Geopak. However, if you launch MicroStation from the Windows Start menu like below, it will load MicroStation by itself and log usage for MicroStation only.
