Non-Select Licensing Problem

Question

I am a non-select user and since a few weeks ago, we have noticed that the number of licenses we have available for use is missing.

Previously, we are able to see 4 licenses available for check-out in License Management Tool. 
 Currently, the most number of license for StaadPro we see available for checkout is 2. 
 I have done all possible but to no avail. I hope Bentley should at least allow users to connect to the Server just to manage licenses.
