SELECT renewal and discount

Our SELECT is due to be renewed at the end o the month but so far we have not had an invoice for the payment, even though we have agreed quite some time ago that we would renew. The SR that was set up for the renewal has been closed. What happens if I have not received an invoice and we therefore can't pay by the due date. I assume that Bentley will not stop the use of our licences.

Also we have recently had an email form Bentley saying the we are due a discount and on checking I am getting conflicting responses from Bentley. One say that this doesn't start until 2019 and another says that we should be eligible. What is the status of this? The email says 'act now' which I have done by asking for more information but this has not really been responded to. 

Any help with this would be appreciated, as Bentley will not be very popular with our Company if you stop our licenses for your error.
