What does this dialog box mean?
I believe what happened was that my laptop did not get shut down prior to the lid being closed and the computer going into hibernation. When I turned on my laptop, I found a "Windows Resuming" screen. A little while later, I had this screen pop up.

I sent you a "private message" with my email address.
I shut down and restarted my laptop computer. I have not seen this message again (yet).
Again, the situation was that my computer went to sleep/hybernate when the lid was closed. I got this message when I opened the lid and the computer woke up. I don't know the elapsed time period, but it could have been a couple days.
CONNECTION Client is a free product and consequently does not have any license threshold settings to configure within Entitlement Management. Consequently, I am uncertain why the message is appearing at all. You can safely disregard it for CONNECTION Client.

That is what I thought, and why I questioned it. I wondered why a free product would even have such a message in it.
